    October 1 EL Headcount - PRC 104 OPEN October 1 - 26, 2018
    The October 1 Headcount of English Learners will be open from Monday, October 1, 2018 and close Friday, October 26, 2018 via reporting in PowerSchool.
    The Headcount of English Learners is used to determine distribution of PRC 054 state funds and LEA/Charter eligibility for the federal Title III PRC 104 Language Acquisition Grant. In accordance with SL 2003-284, Section 7.15(b), the Department of Public Instruction is required to prepare a headcount of all English Learner students and report it to the Joint Legislative Education Oversight Committee by December 15 of each year.

    To review the data for discrepancies, utilize the English Learner reports in PowerSchool.
    From the Start Page select:
    System Reports
    sqlReports 5
    English Learners (EL)
    EL Roster - Enrolled ~or~ EL Roster - Enrolled and Withdrawn
    To submit the headcount, from the Start page select:
    EL
    Click on the 'Counts' tab
    Click on each aggregate count to review the list individual students
    Once all discrepancies have been resolved, click the Submit button
    To access these reports and submit the headcount, a PowerSchool user role of 218 LEP Coordinator is required. If discrepancies are found, email a Record Change Request (RCR) form (attached below) to marshall.foster@dpi.nc.gov by October 26, 2018. (note: Vicky Kriegsman has retired)
    For other PowerSchool issues, the PowerSchool Coordinator should contact the HomeBase Support Center by submitting a ticket through the Remedy Portal or by calling 919.807.4357.

    Non Title III Subgrantee LIEP Submission
    Due November 24, 2018
    Note: Title III Subgrantees complete the chart as part of the Title III Application process in the CCIP Planning Tool every year. These school districts do NOT need to resubmit the LIEP Service chart.
    ALL LEA/Charter schools non-Title III subgrantees that have at least one (1) identified English learner (EL) student based on the October 1 headcount must complete the LIEP chart and submit to NCDPI for review and approval by November 24, 2018.
    Directions:
    1. Read the guidance document
    2. Review the sample chart
    3. Complete the LEA/Charter school LIEP service chart using this template
    4. Fill out the information requested in the form: LIEP Service Chart 2018-2019 and submit the .pdf file in the section provided at the bottom of the form.
    -Do NOT forget to upload the LIEP service chart at the bottom of the form. You will receive a confirmation email after submitting the form. Check your spam folder.-
    The template can be modified to meet the needs of the LEA/Charter school.
    Consortium fiscal agents should upload an individual LIEP for each member.
    Please fill in the complete chart, even if you do not currently have students who fit each category.
    Charter schools not submitting and receiving approval on the LIEP Service chart will receive a rating of Not Compliant on the annual Charter Performance Framework.
    The LIEP Service chart must be submitted as a pdf. file in the section provided at the bottom of the form by Friday, November 24, 2018.
    Use "LEA/Charter School Number, LEA/Charter School Name, LIEP 18-19" in the name of the document. Sample: 9197G, TheWholeChildSucceedsAcademy, LIEP 18-19.pdf

    Title III PRC 104 and/or PRC 111 Application - Part of the CCIPTitle III at NCDPI joined, in the 2016-2017 school year, the Comprehensive Continuous Improvement Plan (CCIP), which is a web-based grants management system. This move allowed for a more streamlined application process.
    For the English Learner Component found in the Plan Overview section, we want to reinforce that only 1 of the 10 must be checked to be compliant for the English Learner Component.
