Our Vision for EL Education in NC

To build capacity at the local school system level and sustain statewide implementation of research-based strategies to meet the needs of our English learners.


In 2008 North Carolina joined the WIDA Consortium . The 5 WIDA ELD standards are designed to assist educators of English Learners in learning Social and Instructional Language, as well as the language of Language Arts, Mathematics, Science and Social Studies. All State-led initiatives support implementation of the WIDA standards.

Dr. Margarita Calderón, creator of ExC-ELL (Expediting Comprehension for English Language Learners), has been working with NC DPI staff and school districts since 2009 to oversee the implementation of the ExC-ELL protocol in North Carolina.

ExC-ELL, developed with funding from the Carnegie Corporation and the U.S. Department of Education, is a research based approach to build literacy skills and accelerate language development.

LinguaFolio is a formative assessment tool for language learning. It is designed to support individuals in setting and achieving their goals for learning languages.

LinguaFolio includes these three components:

  • Passport, where formal assessments and a student's self-assessments are documented,
  • Biography, where the self-assessment checklists, information about a student's language background and intercultural activities are recorded, and
  • Dossier, where samples of a student's work over time are archived.

This three-fold approach, based on the European Language Portfolio, enables language learners at all ages and levels to document their language learning as they move along the continuum towards greater proficiency.

LinguaFolio Training Modules
These free modules were designed to be LinguaFolio training for use in professional learning communities (PLCs), district and school workshops, and on an individual basis.
