ELAC is the statewide advisory board for ESL/Title III at the North Carolina Department of Public Instruction. It is a group of stakeholders who have a vested interest in working with English Learners in North Carolina. Members of the EL Advisory Council are representatives of different LEAs/Charters in the State, who were selected to participate based on various factors such as geographic location, EL population size, etc. Their main role is to advise NC DPI on current issues impacting English Learners.

With the passing of the Every Student Succeeds Act (ESSA), there has even been more focus on how all educators are helping English learners succeed. ESSA, as the latest re-authorization of the 1965 Elementary and Secondary Education Act approved by the US Congress in December 2015, provides significant federal support for programs to serve students in kindergarten through 12th grade and replaces the No Child Left Behind (NCLB) act of 2002.

The EL Advisory Council was reorganized specifically to provide feedback on the state transition plan to the ESSA for the 2017-2018 school year, focusing on such topics as measuring progress and proficiency for ELs in the state Accountability model, monitoring MFELs for 4 years, etc. The newly organized EL Advisory Council had an initial face to face meeting held in Raleigh followed by quarterly webinars for the 2016-17 school year.
