EL Support Team Service Requests for 2018-2019

Please read the following information carefully before completing the Request for Services. *Only completed requests will be considered for processing.

The NCDPI EL Support Team is a cadre of current and previous North Carolina Public School educators with a strong understanding of theory-based concepts for best-practices in EL student education offering training and coaching opportunities across the state.

The current offerings include: Best Practices, Co-Teaching, Data Workshops, Dual Language /Immersion (DL/I), Expediting Comprehension for English Language Learners (ExC-ELL), Facilitating Academic Discourse (FADS) for Math/Science/Social Studies, Guided Language Acquisition Design (GLAD), LinguaFolio, Long Term ELs, Students with Interrupted Formal Education (SIFE), Sheltered Instruction Observation Protocol (SIOP), and World-class Instructional Design and Assessment (WIDA).

Various options are available for funding EL Support Team Training events:

Option 1: LEA/Charter Request:

When an LEA/Charter requests a training for their specific Charter/LEA, NCDPI covers the presenter hours. The LEA/Charter is responsible for providing training materials/texts, presenter travel, the training location and snacks.

Option 2: LEA/Charter Host:

When an LEA/Charter hosts a training including at least one other Charter/LEA, NCDPI covers the presenter hours, training materials/texts, and presenter travel at no cost. The LEA/Charter is granted 50% of the available slots and, is responsible for providing the training location and snacks.

Option 3: RESA Request:

When a Regional Education Service Alliance (RESA) requests a training for their specific region, NCDPI covers the presenter hours. The RESA is responsible for providing training materials/texts, presenter travel, the training location and snacks for their members.


Option 4: RESA Host:

When a Regional Education Service Alliance (RESA) hosts an EL Support Team training, NCDPI covers the presenter hours, training materials/texts, and presenter travel at no cost. The RESA is responsible for providing the training location and snacks and should open registration to all educators, not just members of the RESA.

Option 5: LEA/Charter Request for Coaching:

When an LEA/Charter participates in an NCDPI EL Support Team training they may be eligible for more in-depth support via coaching. When an LEA/Charter requests EL Support Services for coaching, DPI provides the presenter hours at no cost. The LEA/Charter is responsible for funding the presenter travel costs and any additional materials needed for the coaching.

There is a maximum 5 days of EL Support Team service from NCDPI per school year. Support Team members can be contracted independently for additional days of service.

Requests for support services should be submitted at least 2 months prior to the requested training start date.

Service Options
Per [Sec. 3115 (c)(2)(A-D)] of the Every Student Succeeds Act of 2015, Title III funds shall be used:

to provide effective professional development to classroom teachers (including teachers in classroom settings that are not the settings of language instruction educational programs), principals and other school leaders, administrators, and other school or community-based organizational personnel, that is

(A) designed to improve the instruction and assessment of English learners;

(B) designed to enhance the ability of such teachers, principals and other school leaders to understand and implement curricula, assessment practices and measures, and instructional strategies for English learnersTherefore, training provided through the EL Support Team must be part of a larger PD Plan which will be documented via an EL Implementation Plan that is submitted to the state for approval.

(C) effective in increasing children's English language proficiency or substantially increasing the subject matter knowledge, teaching knowledge, and teaching skills of such teachers; and

(D) of sufficient intensity and duration (which shall not include activities such as one-day or short-term workshops and conferences) to have a positive and lasting impact on the teachers' performance in the classroom, except that this subparagraph shall not apply to an activity that is one component of a long-term, comprehensive professional development plan established by a teacher and the teacher's supervisor based on an assessment of the needs of the teacher, the supervisor, the students of the teacher, and any local educational agency employing the teacher, as appropriate;

Training Details to Consider:
* Due to the nature of the SIOP Model and ExC-ELL a full 3-day institute is highly recommended for initial training. The full 3-day institute training dates may or may not be consecutive. Best options for the target audience can be explored.
  • Training capacity is typically a minimum of 20 and a maximum of 30 per 1 presenter. Two trainers can be requested for larger groups.
  • The EL Support Team can offer services to an LEA/Charter/RESA for up to 5 days per school year.
  • FREE Online Training Modules are available for LinguaFolio and WIDA. It is recommended that the appropriate modules be completed before requesting EL Support Services for these topics

Trainers are matched with LEAs/Charters/RESAs based on a number of factors including: expertise, availability, geographic proximity, etc.

NOTE: For record keeping purposes, requests for multiple services should be submitted separately. For example, a request for SIOP training followed by SIOP Coaching would require completion of two separate surveys. Use the Notes section at the end of the survey to alert us to any additional requests.
